In 2010 the city finally worked out an arrangement with Crow
Wing County for the purchase of tax forfeited property along the channel to
Pelican Lake near the Breezy Point Chapel.
The acquisition of the property was $16,200 for the parcels acquired. The county had earlier felt the property was
worth far more. The purchase also
required the approval of the DNR as it abutted public water. The purpose of the acquisition was to develop
a fishing pier along the shoreline as this is a popular spot, particularly in
the spring, to fish.
The idea for this project was many years old. Getting to the point of acquisition needed
some convincing at the county to sell at a reasonable price. The property wasn’t buildable for a residence
as the lots were too small. Once a price
was set, the land purchase still required the approval of the DNR and the City
Council. Once done the Breezy Point Park
and Recreation Committee set about the task developing the project scope and
costs. Scheduling the project in the Parks
Master Plan was also needed.
The Parks and Recreation Committee starting fund raising
with a raffle. The city partnered with a
non-profit who had the authority and we worked together on the effort. The raffle gained some funds for the project
and more importantly raised public awareness about what was contemplated. Other avenues of funds were pursued. Those with gambling proceeds were also
contacted.
The Pelican Lakes Conservation Club (PLCC) was contacted to
see if they could participate with gambling proceeds. After meeting with their gambling board, a
recommendation was made to their membership to contribute to the project $5,000
in 2013 and $5,000 in 2014. This goes a
long way in accomplishing the first phase of the project estimated at $35,250. The City Council approved the donation for
this cause at their December meeting. The PLCC was thanked for their generosity and
support. It was also stated they have
been very supportive of efforts of the city and it parks and council congratulated
them for that. The possibility of moving
this project towards completion in 2014 is a real possibility with their
support.
